He has buckles all over his back and the claps of his weapon holster are up at his shoulders

It also looks like you can close the belt normally but the clasps to make the jacket tighter are on his back AND on his front

The ones on his front are a precaution in case he needs to readjust the uniform in battle and can’t wait for his handler

It has been mentioned that the jacket was designed to look as restricting as possible but why make it this complicated? The few streps across his chest and back would have been enough but instead they decorated the whole front and back with them.

While the uniform reminds him on the field who’s in charge, it humiliates him while they put it on and prepared him for the mission, since he can’t put it on himself.

And that’s exactly what hydra wanted because no Weapon should be able to prepare itself.
